Yardley Hills Subdivision

Client:  Southern Maryland Tri-County Community Action Committee, Inc.

Project:  Yardley Hills Subdivision - Prince Frederick, MD

Services provided to the project by Community Consultants, LLC included:

  • Coordination and due diligence for LIHTC and loan closings;
  • Financial tracking systems for special reports;
  • Funding source compliance requirements;
  • Application to government for project waivers and tax abatements;
  • Project close-out.
Yardley Hills

This 150-unit subdivision is a 100% affordable community, the largest housing project ever undertaken by the client.  The subdivision was built in several phases over a five-year period and includes 104 town homes, 46 single-family detached homes, and a 7,300 s.f. community center.

The $32 million in financing for this project was extremely complex, involving at least 19 different funding sources and 31 different funding instruments!   Sources included:

  • Federal Low Income Housing Tax Credits (LIHTC)
  • Community Development Block Grant (CDBG)
  • United States Department of Agriculture 502, 523, and 515
  • Self-Help Homeownership Opportunity Program (SHOP)
  • Federal Home Loan Bank’s EDGE and AHP programs
  • Maryland Affordable Housing Trust (MAHT)
  • Community Bank of Tri-County – construction, permanent, and letters of credit
  • Other private and public sources of financing.

Bel Alton High School Community Development Center

Client:  Bel Alton High School Alumni Association Community Development Corporation

Project:  Bel Alton High School Community Development Center – Bel Alton, MD

Services provided to the project by Community Consultants, LLC included:

  • Assistance with developing pro formas and securing financing;
  • Construction Project Management, including bidding to comply with federal requirements;
  • Grant applications and coordination of grant requirements;
  • Support and technical assistance in coordination and negotiations with contractors, funding sources, and local government;
  • Financial tracking systems for special reporting requirements.

Alumni of this historic high school determined to save their beloved school from being demolished by returning it to use, serving and benefiting low-income families through a comprehensive Community Development Center. The concept was initiated in 1991, and renovation of the first building will be completed in 2007.

Restoration of the 18,000 s.f. structure required complete replacement of the electrical and HVAC systems, the addition of sprinkler and fire alarm systems, addition of an elevator, a new roof, site work and new parking areas, and extensive interior alterations.  A commercial kitchen was also added.  All work was performed under the auspices of the Maryland Historic Trust.

In addition to the building renovation, the sponsor/developer was required to construct a new municipal well and pumping station, along with work for future sewer service.

The $5 million total development cost was funded through a complex assortment of federal, state, and private sources including Community Development Block Grant, United States Department of Agriculture, Health & Human Services, Maryland Bond Bill, and private mortgage and other funds.
